On January 17, 2025, the President of Belarus Alexander Lukashenko signed Decree No. 31 , which declared 2025-2029 a five-year period for quality. It will cover all spheres of life of the state and society. The priority goals of the five-year plan are further improvement of the quality of life of people, competitiveness of the Belarusian economy, improvement of public relations. The five-year quality plan envisages comprehensive transformations aimed at achieving high standards of quality of life, increasing the welfare of society, increasing the efficiency of the economy and management activities, optimizing production processes, and improving the characteristics of goods (works, services). The decree defined the strategic tasks of the five-year plan for quality in the economy, organization of people's life, social relations and in the field of law. These are the pillars that form the basis for the functioning of the state. These tasks include the creation of new modern enterprises, digital transformation, ensuring technological sovereignty, further growth of the population’s income, the application of a fair pricing system, increasing the birth rate and improving the demographic potential. Accessibility and high standards of education, medical and social assistance, development of housing and communal services, transport infrastructure, and telecommunications must be ensured. Further debureaucratization and reduction of the administrative burden on citizens and businesses will also contribute to improving the quality of life of people. Among the tasks is the promotion of healthy lifestyle principles. The priorities of the five-year plan are to maintain national dialogue, strengthen the institution of the family, traditional moral values, patriotism, improve political and legal culture, and ensure the stability of legal regulation. The tasks of the five-year quality plan can be implemented, made effective and efficient only through the joint efforts of government agencies, organizations of all forms of ownership and citizens. In this regard, the formation of an understanding of the personal responsibility of citizens for the overall result, for the preservation of the country's independence will continue. The President instructed the Government, together with regional executive committees and the Minsk City Executive Committee, to provide for measures to achieve the objectives of the five-year quality plan in the development programs (plans) for Belarus, economic sectors, and regions.
