The results of the ending five-year plan as the basis for the strategy of successful development of our country

According to the results of social surveys conducted by the Institute of Sociology of the National Academy of Sciences of Belarus, over the current five-year period, the share of respondents who positively assess the socio-economic situation in the country has increased by 2.5 times (53.8% in 2024 versus 21.9% in 2021). At the same time, the absolute majority of citizens of the country (86.6%) are satisfied with their lives.

In the third quarter of 2024, the unemployment rate dropped below 3%, and the growth of real disposable income of the population by the end of 2024 is expected to be at the level of 9.4%. This is the best indicator for the entire five-year period.

The old-age pension for a non-working pensioner for 2021–2024 increased, as did the salary, by 1.7 times, the real growth was 1.2 times. In other words, the purchasing power of pensions was preserved.

This is also due to the fact that for the second year in a row, inflation in Belarus remains below the established parameters (5.2% in 2024 with a target value of no more than 6%; 5.8% in 2023 with a target value of 7–8%).

Another national priority of the final five-year plan is support for families with children. A special place is occupied by the family capital program, implemented since 2015 at the birth of a third or subsequent child.

The state's constant attention to the healthcare system allows Belarusian medicine to actively develop, and citizens to receive timely, necessary assistance. In the field of high-tech types of medical care, Belarus has been among the world leaders for many years. In 2024, for example, 492 organ transplants were performed. In 2021-2024, the main focus was on the modernization of the material and technical base of clinics and hospitals.

In the education system, the priority in the final five-year plan was to improve the quality and accessibility of education. A striking example of effective state policy to support talented and gifted youth is the activity of special funds of the President of the Republic of Belarus — to support talented youth and social support for gifted students. The database of gifted youth includes information on more than 3.5 thousand students and pupils encouraged by the special fund of the President of the Republic of Belarus. The database of talented youth includes information on 430 representatives of the talented youth of the republic.

Strengthening the country's cultural foundation in the current five-year period is aimed at preserving and enhancing national cultural values, traditions and identity.

The event of the decade, without exaggeration, was the decision to build a new building for the National Historical Museum. The corresponding decree was signed by the Head of State on February 5, 2025.

Despite all the difficulties that our country faced from 2021 to 2024, the main driver of economic development was the Belarusian industry: positive growth rates in the volume of production, export of goods, and development of new sales markets were maintained. In 2024, growth was achieved in key indicators even in relation to the seemingly record-breaking 2023. The external restrictions that our country faced became a kind of trigger for the innovative and investment activity of Belarusian enterprises. For several years in a row, significant investments have been made in the modernization and creation of new industries. The areas that will be advanced for our country in the near future will provide additional support for the economy and will move our country forward — microelectronics, machine tool building, electric transport, production of vehicles on gas motor fuel and many others.

The main goal of agricultural development in the final five-year period was to increase competitiveness while fully ensuring food security. Among the EAEU states, it is our republic that has achieved the highest level of self-sufficiency in food. In the global ranking, Belarus is also positioned as a state with sustainable agricultural development and favorable conditions for food supply. In the current five-year period, the main focus of food exports on diversification of supplies has been preserved. The traditional foreign market for our country remains the Russian Federation, where demand for domestic products is growing annually.

The transport complex of Belarus continues to restore and increase its potential in the current geopolitical situation and sanctions policy in the world. The current five-year plan has seen an increase in population mobility and an increase in the export of transport services. In the sphere of railway transportation, the volume of container transportation is increasing in the current five-year plan. Work was carried out to abolish the permit system in the sphere of international automobile transportation with a number of foreign countries (agreements were signed with Russia, Turkey, Iran, Kyrgyzstan; work is underway to conclude agreements with Qatar, Iraq, the United Arab Emirates, Oman, Saudi Arabia, Armenia, Tajikistan and Uzbekistan). In air transport, the frequency has been increased and the route network of regular and charter flights has been expanded.

Over the current five-year period, work has been completed on the repair, construction and reconstruction of 4,934 km of national highways and 8,137 km of local highways. More than 14,000 linear meters of bridge structures have been restored on national roads, and about 5,000 on local roads.

Overall, during the past Year of Quality in the transport industry, emphasis was placed on ensuring the safety of the transport services provided and improving their quality.

During 2021–2024, the tourism potential of the Belarusian state only strengthened. Despite the positive dynamics of the increase in the flow of foreign tourists, the most important direction of the tourism industry has become the stimulation of the development of domestic tourism. A whole range of measures has been implemented in our country for its development. A diverse and high-quality tourism infrastructure has been created that fully meets the needs of potential tourists and excursionists. During the period 2021–2024, 39 tourism industry facilities were commissioned in Belarus.

In each region of our country, pilot projects in the field of domestic tourism have been implemented. The pilot projects "Tourist zones of Minsk" (2021-2030) and the Ecological, tourism and recreational cluster "Chigirinka" (Mogilev region, 2021-2025) are at the implementation stage.

The volume of revenue from the sale of tourism services has increased significantly. In 2023, income from tourism activities amounted to more than 2.5 billion rubles (the growth rate was 150% compared to 2022). Exports of tourism services in 2023 amounted to 208.6 million US dollars (an increase of 115.4% compared to 2022).

Export of goods and services is a confirmation of proactive foreign policy, economic foreign policy first and foremost. 

Belarus' efforts are now focused on securing a foothold in the markets of distant arc states and ensuring a balanced foreign trade. The Russian Federation has traditionally been and will remain Belarus's main trading partner and the largest export market for our goods.

In general, our country maintains trade and economic relations with more than 210 countries and territories. The five main trading partners of Belarus today are Russia, China, the UAE, Poland, Germany. Significant trade volumes are with Kazakhstan, Turkey, Italy, Brazil, Uzbekistan.

The beginning of 2025 is not just another time interval for Belarusians. This year is the start of a new five-year stage of the formation and development of our state and society until 2029.
