At a meeting with the leadership of state expert councils (SEC), issues of improving the system of state scientific and scientific-technical expertise were discussed. As the Chairman of the State Committee on Science and Technology Sergey Shlychkov noted during the meeting, increasing the level and prestige of expert activity plays an important role in saving budget funds. Thanks to the early identification of ineffective projects, state resources are directed to funding events that are most important for the development of the national economy. The meeting participants discussed the activities of the hydroelectric power station, the mechanism for conducting examinations (including examinations of business plans for innovative projects of the State Program for Innovative Development), as well as the prospects for the development of the information and analytical system "Unified Expertise". Today, the register of experts includes more than 3 thousand highly qualified specialists. Rotation of the expert community is provided on a permanent basis, and parity of representatives of academic, university and industry science is ensured. The 12 state expert councils include representatives of ministries and departments, the National Academy of Sciences of Belarus, and organizations of various forms of ownership. These are 478 experts, including 199 doctors of science (including 12 academicians and 13 corresponding members of the National Academy of Sciences of Belarus) and 230 candidates of science. In 2024, 948 objects underwent examination, 789 of them (83.2%) received a positive conclusion. |
