On February 27, 2025, a meeting of the Council for Strategic Projects under the President of the Republic of Belarus was held at the National Academy of Sciences of Belarus. The country's top officials, leaders, specialists of government agencies and specialized organizations took part in its work. The issue of "Development of Unmanned Systems in the Republic of Belarus" was considered at the meeting. Chairman of the Council Vladimir Gusakov outlined the target function of the meeting as obtaining the most complete and comprehensive vision of the current state and prospects for the development and application of unmanned systems in the sectors of the Belarusian economy, emphasizing that this issue is under the control of the Head of State and the Government. Vladimir Gusakov drew the attention of the meeting participants to the complexity of the category "unmanned system", which includes material (body, power supplies and batteries, drives, actuators, sensors, sensors, chips for computing, network infrastructure, including for high-speed data transmission 4G, 5G, etc.) and non-material components (software, algorithms, elements of self-learning using artificial intelligence, computer vision and pattern recognition, big data and its processing, including "cloud" storage and computing, as well as standardization and certification, etc.). The key role, as the Chairman of the Council emphasized, belongs to the personnel – developers, designers, technologists, operators. They are the ones who create unmanned systems, provide their technical characteristics, functional features, "train" them, carry out monitoring, perform service and repair maintenance. There are also significant developments in unmanned systems in Belarus. There are enterprises, including those in the system of the National Academy of Sciences of Belarus, that produce unmanned vehicles. Technologies for the use of unmanned BelAZ quarry dump trucks are being developed. An unmanned MTZ tractor has been manufactured. Academic scientists are creating the latest solutions using artificial intelligence, machine vision, and MEMS systems, aimed at wide industrial use. Therefore, representatives of organizations involved in the production of unmanned vehicles, as well as heads of government agencies that operate them, were invited to participate in the meeting. The issues of forecasting and program-targeted aspects of the development of unmanned systems were covered by Academician-Secretary of the Department of Physical and Technical Sciences of the National Academy of Sciences of Belarus Sergei Shcherbakov. The capabilities of domestic manufacturers of unmanned systems and promising areas of their development were revealed in the reports of Yuri Yatsyna, Director of the Scientific and Production Center for Multifunctional Unmanned Systems of the National Academy of Sciences of Belarus, Yuri Leonovets, General Director of the Chinese-Belarusian Joint-Stock Company "Aviation Technologies and Complexes", as well as Dmitry Burbo, Chairman of the Board of Directors of JSC "KB Unmanned Helicopters". Deputy Minister of Agriculture and Food Vladimir Grakun, Deputy Minister of Natural Resources and Environmental Protection Viktor Galanov, Deputy Minister of Transport and Communications Sergey Dubina, First Deputy Minister of Internal Affairs Yuriy Nazarenko and First Deputy Minister of Emergency Situations Alexander Khudoleyev reported on the current state and application of unmanned systems in the sectors and areas of the national economy, assessments and prospects. BelAZ and Belkommunmash presented the latest developments of industrial enterprises in the field of unmanned systems. The competencies and developments of academic scientists on "smart" solutions for cities, industry, the agro-industrial complex and healthcare were emphasized in the report by Sergei Kruglikov, Director General of the United Institute of Informatics Problems of the National Academy of Sciences of Belarus.
