The State Organization "Belarusian Institute for System Analysis and Information Support of the scientific and Technical Sphere" (hereinafter — SO "BelISA") of the State Committee on Science and Technology of the Republic of Belarus (hereinafter — SCST) was established in order to perform the functions of a systematic analysis of the state and trends in the development of scientific and technical spheres, conducting scientific research and development for scientific and information support of the activities of the State Committee on Science and Technology, other government bodies of the Republic of Belarus, scientific organizations, legal eSTIties and individuals.

The subject of activity of the State Organization "BelISA" is the development of the scientific and technical sphere.

The main activities of SO "BelISA":

ensuring the improvement of the national innovation system, involving scientific and methodological support and monitoring of the implementation of projects of the State Program for Innovative Development of the Republic of Belarus; scientific and methodological support and monitoring of the development of innovation infrastructure; development of economic, legal and personnel measures to ensure the improvement of the innovation system; development of evidence-based proposals and recommendations for optimizing and improving the state innovation policy;

ensuring the improvement of the system of scientific and technical information (hereinafter — STI), including the improvement of the collection, analysis and systematization of STI, and ensuring the commercialization of STI objects;

ensuring the improvement of the unified system of state expertise, which implies the improvement of the procedure for conducting state scientific and state scientific and technical expertise; development of a methodology for working with a network expert structure; performance of the functions of the national operator of the state expertise;

information, analytical and scientific and methodological support for the activities of the State Committee on Science and Technology for the implementation of international scientific, technical and innovative cooperation, including scientific and methodological support for the implementation of joint scientific, technical and innovative projects within the framework of international treaties of the Republic of Belarus, the Interstate Program for Innovative Cooperation of the CIS Member States, scientific -technical programs of the Union State; assistance in attracting foreign technologies for the implementation of scientific, technical and innovative projects in the interests of the Republic of Belarus; promoting the expansion of the geography of international scientific, technical and innovative cooperation through the conclusion of bilateral intergovernmental agreements, as well as the participation of the Belarusian side in the work of the bodies of international organizations in the fields of scientific, scientific, technical and innovation activities; legal and methodological support for attracting foreign sources to finance research and development, including by expanding the participation of Belarusian scientific organizations and scieSTIsts in European framework programs;

ensuring the functioning and improvement of systems for forecasting the state and development trends of the sphere of scientific, scientific, technical and innovative activities in the Republic of Belarus, which implies the implementation of research work on scientific and technological forecasting; development of national and sectoral forecasts of scientific and technological revolution; monitoring of global technological trends and analysis of their impact on the country's innovative development and personnel competence;

improvement of exhibition activities and commercialization of the results of scientific research, involving the organization and holding of national exhibitions, national expositions and collective sections of scientific, technical and innovative developments; promotion of domestic science-intensive and high-tech developments to international markets.

In accordance with the legislation of the Republic of Belarus, SO "BelISA":

carries out state registration of scientific research, experimental design work and experimental technological work and ensures the functioning of the State Register of Rights to the Results of scientific and Technical Activities;

determined by the national information center coordinating the interstate exchange of scientific and technical information in the Republic of Belarus;

is the national operator of the state expertise, including the one that administers the information and analytical system "Unified Expertise" (IAS "Unified Expertise") in the manner prescribed by the SCST;

is the owner and operator of the automated information and analytical system for monitoring the training of highly qualified scieSTIsts (ASM NRVK), provides information and analytical support for this system;

performs the functions of the Belarusian branch of the Belarusian-Pakistani Center for the Coordination of scientific, Technical and Innovative Cooperation;

coordinates the database "Belarusian ScieSTIsts Abroad" and the database of international scientific and technical programs and projects.

The National Information Office of the European Union Science and Innovation Programs (NIO) operates on the basis of the Institute, which is responsible for coordinating the activities of the network of national contact points (NCP) and cooperation of Belarus through the European Union Framework Programs for Science and Innovation.
