On 19 December 2012, a seminar “Science and technology evaluation as part of the innovation management. Promotion of expert community in Belarus” was held in Minsk. The aim of the event was to increase the quality of evaluation in R&D and inform the scientific community about the new achievements in this area. Also, it was intended to discuss the organization of an evaluation process and its automation. The seminar was organized by the State Committee on Science and Technologies of Belarus (SCST) and Belarusian Institute of System Analysis and Information Support of Scientific and Technical Sphere (BelISA).

The seminar welcomed over 70 attendees from the SCST, National Academy of Sciences of Belarus, Ministry of Economy, Ministry of Education, as well as member of the state expert councils and other bodies of the state management.

The speakers at the event were Olga Aleinik, Deputy Head of Department, SCST; Sergey Savitsky, Head of Department, SCST; Igor Khartonik, Consultant, SCST;  Alexey Grigoriev, Head of Department, Highest Certifying Commission, etc.

The workshop has resulted in the adoption of a final document which defines the ways and prospects for further development of evaluation of programs and projects at a proposal stage, as well as a methodology of evaluation of R&D results at a stage of introducing them in the economy. The recommendations could serve as a foundation for developing proposals on the effective management of innovations based on a system of science and technology expertise at all levels and at all stages of the innovation process.
