On September 4, 2025, a meeting of the work collective was held at the state institution "Belarusian Institute of System Analysis and Information Support of the Scientific and Technical Sphere", at which the head of the department of legal, personnel and organizational work Marina Koval made a report on the topic: "Extremism: concept, responsibility" and acquainted the team with the legal basis for activities to counter extremism.
Marina Koval noted that extremist activity is, first of all, the activity of citizens of the Republic of Belarus, foreign citizens or stateless persons, or political parties, trade unions, other public associations, religious and other organizations, including foreign or international organizations or their representative offices, formations and individual entrepreneurs in planning, organizing, preparing and committing attacks on independence, territorial integrity, sovereignty, the foundations of the constitutional order, public security.
Extremist actions also include the dissemination of knowingly false information about the political, economic, social, military or international situation of Belarus, the legal status of its citizens, as well as information that discredits our country; insulting a government official in connection with the performance of his official duties, discrediting state authorities and government bodies; organizing and carrying out mass riots, acts of vandalism associated with damage to or destruction of property, seizure of buildings, structures and other actions that grossly violate public order, or active participation in them based on racial, national, religious or other social hostility or discord, political or ideological hostility.
Extremist materials include information products (printed, audio, audiovisual and other information messages and (or) materials, posters, banners and other visual propaganda, advertising products) intended for public use, public distribution or distributed in any way, containing calls for extremist activity, promoting it and recognized as extremist materials by a court decision.
“Counteracting extremism is carried out through civic and patriotic education of children and youth, the formation of spiritual and moral values, civic consciousness and patriotism in citizens, the implementation of preventive measures, the prevention, detection and suppression of extremist activity,” noted Marina Koval.
In the Republic of Belarus, administrative and criminal liability has been established for carrying out extremist activities.
Given the increased social danger of extremist activity and the public availability of extremist materials posted on the Internet, citizens should, in order to avoid administrative and criminal liability, exclude subscriptions to information channels that disseminate this type of information, as well as the forwarding of such materials to relatives and friends.
Law enforcement officers call on all citizens to be prudent, not to give in to calls and provocations, and to think about the possible consequences of their illegal actions.
