State and prospects of development of national science were discussed at a joint meeting of the SCST and the Presidium of the National Academy of Sciences of Belarus

The results of implementation in 2022 of the Program of improvement of scientific sphere of the Republic of Belarus, state and prospects of development of national science and proposals for implementation of strategically important objects (projects) up to 2030 were considered at the joint meeting of the Board of the State Committee on Science and Technology and the Presidium of the National Academy of Sciences of Belarus.

In particular, it was noted at the session that in general in 2022 favorable initial conditions for development of science and innovation activity have been created in the country. In the complex they provide the required standards of efficiency for the formation of high-tech sectors of the economy based on the dynamic development of science, a considerable work to improve the system of organization and management of scientific research and development has been carried out.

As a result of scientific, scientific-technical and innovation activity of academic, branch and higher educational institutions the national science has secured worthy positions of Belarus in international ratings: as to indicator "Science and Technologies" of the rating "Good country Index" — 34th position out of 169; in Global Innovation Index — 77th position out of 132 countries; as to human development index — 60th position out of 191 countries; as to industrial competitiveness rating — 46th position out of 154 countries.

More than 30 legislative and other legal acts on development of scientific, scientific-technical and innovation activity in the Republic of Belarus as well as in the field of intellectual property have been adopted.

The programme-target method of scientific, scientific-technical and innovation activities within the priority directions approved at the state level has been successfully implemented in the interests of the national economy.

The main results of implementation of state programmes of scientific research, scientific and technical programmes and sections of scientific support of state programmes, modern achievements of Belarusian science correspond to the world trends in the development of the scientific sphere, including aerospace technology, information and communication technology, electrical engineering, healthcare, biosecurity, natural and environmental security, human security, food security and efficiency of the agro-industrial complex.

On the instructions of the Head of State, scientists of the country, on the basis of intersectoral cluster structures (scientific and practical centers, laboratories, production facilities of various sizes, including V-VI technological modes) create the basis of neoindustrial economy of Belarus, participate in implementation of "projects of the future" ("National electric transport", "Biotechnologies in agricultural sector", "Precision farming", "Innovative health care", "Biotechnologies for pharmaceutical industry", "Smart cities of Belarus").

The novelty of developments of Belarusian scientists is confirmed by 25.3 thousand valid patents and certificates for objects of industrial property from national applicants, as well as by 342 applications for invention patents of the Republic of Belarus.

A positive dynamics of implementation of the State Program of Innovation Development of the Republic of Belarus for the Period from 2021 to 2025 has been ensured: the share of innovation-active industrial organizations has increased, new productions have been launched in 5 projects, the capacities of 10 projects have been brought to design capacity. The efficiency indicator of the state program implementation was 2.30, which corresponds to a high level of efficiency.

In modern economic conditions in the formation of state youth policy, as the most important part of the state human resources policy, in the framework of the innovative development of Belarus a direction to support the most active, creatively thinking and capable young people has been adopted.

Involvement of young scientists and entrepreneurs in scientific-technical and innovation activities in the Republic is carried out through start-up events overseen by the Ministry of Economy, as well as by expanding the creative opportunities of young people through the project "100 ideas for Belarus" implemented by "BRSM" public association with the National Academy of Sciences of Belarus and the SCST, in contests of innovative projects and scientific works of students held by the SCST and the Ministry of Education, in the National Children's Technology Park, within the "Festival of Science" based on the National Academy of Sciences of Belarus and other activities.

During the discussion the participants also noted that strengthening of the role of science and interaction of the real economy organizations with scientific organizations under the developed Plan of Actions should be carried out comprehensively in four main directions:

— development of sectoral and university science;

— improving the system of organization of scientific and scientific-technical activity to meet the needs of the national economy

— improving the performance of scientists of the National Academy of Sciences of Belarus and optimization of its structure

— increasing the effectiveness of the use of budgetary funds for scientific, technical and innovation activities.
