Republican seminar on the formation of a new cycle of scientific and technical programs for 2026-2030

On March 28, 2025, a republican seminar on the formation of a new cycle of scientific and technical programs for 2026-2030 was held in Minsk, organized by the State Institution "BelISA" with the aim of discussing issues related to the preliminary results of scientific and technical activities in the Republic of Belarus in 2021-2025, as well as the formation of a new cycle of scientific and technical programs for the coming period.

Deputy Chairperson of the State Committee on Science and Technology Tatyana Stolyarova addressed the seminar participants with a welcoming speech. She noted that scientific and technical programs are the main mechanism for implementing scientific and technical policy. The task for the next five years is to increase the practical orientation of programs, and each industry needs to develop its own scientific and technical program, which will contribute to its further development. The State Committee on Science and Technology holds round tables with state customers of programs, where, among other things, the issue of transferring tasks from state scientific research programs to scientific and technical programs is considered.

The seminar examined in detail the main source of project ideas for scientific and technical programs of the next five-year period — the Comprehensive Forecast of Scientific and Technical Progress for 2026-2030 and for the period up to 2045 (CP STP). This document was developed for 15 sectors of the economy and 22 types of economic activity, in which almost all of the country's GDP is created.

Based on the results of the Scientific and Technical Progress Committee, priority areas of scientific, scientific-technical and innovative activities for the medium term were formed, which served as the basis for the development of the draft Decree of the President of the Republic of Belarus on priority areas of scientific, scientific-technical and innovative activities for the next five years. After signing this decree, the formation of a list of scientific and technical programs for 2026-2030 will begin.

The event also considered the existing benefits and preferences provided for by the legislation of the Republic of Belarus for subjects of scientific and technical activity. Particular attention was paid to the exemption from value added tax on turnover from the sale of research, development and experimental-technological works registered in the state register of research, development and experimental-technological works in the territory of the Republic of Belarus, as well as the benefit on profit tax.

The seminar participants became familiar with the specifics of legal regulation of procurement procedures for goods (works, services) produced (performed, provided) using the results of research, development, experimental and technological work and innovative projects.

The event was attended by more than 40 representatives from the Ministry of Education, the Ministry of Health, the Ministry of Industry, the Ministry of Energy, the State Military-Industrial Committee and the Belneftekhim concern.
